• 项目背景

本次国际方案征集由杭州市上城区政府和中国铁路上海局集团公司共同委托，旨在借鉴国内外先进经验，实现“站城融合、统筹规划、分步实施”的目标。

The international collection of this program is jointly commissioned by the Shangcheng District Government of Hangzhou and the China Railway Shanghai Group Co.,Ltd.. The aim is to adopt the international advanced experience on railway station planning and regeneration, for achieving the integration of the railway station and the city based on an overall planning.

规划设计研究范围北至清泰街，南至望江路，西靠江城路，跨贴沙河，东至海潮路，大致为现杭州站范围及望江地西侧部分，占地面积约53.64公顷。

The project covers the Qingtai Road in the north, Wangjiang Road in the south, Jiangcheng Road in the west, and crossing Tiesha River to Haichao Road in the east. It is roughly the area of the current railway station and the west side of the Wangjiang Block, covering an area of 53.64 hectares.

二、方案征集目标

The Purpose of Scheme Collection

杭州站作为城市中心区的老火车站，也是沪杭宁高铁交通的最重要文旅商务节点，具有交通枢纽特有的交通组织流线复杂性、机动性等负外部效应，需要改善交通枢纽的站点功能，提升城市功能和交通设施的复合性。杭州站是中国城市核心区火车站更新的一个试点，可以尝试嵌入多种功能，为居民、商务客旅和国际旅行者创造新的空间。

As the old railway station in the central area of the city, Hangzhou City Railway Station is also the most important business travel node of Shanghai-Hangzhou-Ningbo high-speed railway transportation. It has some negative external effects such as the complexity and mobility of the traffic organization, which needs to enhance the convenience and connectivity of the station to the city. This railway station’s regeneration is a pilot project for other cities in China. It should embed multiple functions to create a new space for residents, business travelers and international travelers.

三、设计内容

Planning and Design Content

1.对目前该区域存在的问题（城市空间、城市公共服务设施、交通换乘、建筑及景观形象、建筑功能、过铁轨便利性、城站融合等方面）提出优化措施；

Proposing a series of countermeasures for current problems in the railway station area, this may include urban space, urban public service facilities, transportation interchange, architectural and landscape image, architectural function, railway transit convenience, integration of the railway station and the city, etc.

2．根据这些建议给出空间改造的方案，应包括但不限于：

A. 城市交通及其他公共设施的优化及更新方案；

B. 车站建筑及室外空间的更新利用及开发意向（应达到方案深度），增设城站东出入口；

C. 设计范围内待开发用地的城市设计图示及必要的文字说明(功能、体量、退界、限高、开放空间、出入口、密度、贴线要求、材质及风格要求)；

D. 区域创意创新及文化复兴的方案(应与空间更新方案相结合)

The regeneration plan based on the analysis should be proposed, which shall include but is not limited to:

A. The regeneration plan which improves urban transportation and other public facilities;

B. The regeneration and development scheme of station’s indoor and outdoor space (should be presented as the detailed plan);

C. The urban design drawings and other textual descriptions for the land to be developed within the design scope, including function, building massing, site demarcation, height limit, open space, entrance and exit, density, line requirements, near-line rate, material and style requirements;

D. The scheme of regional cultural revitalization, which should be combined with railway station’s space regeneration plan.

四、应征要求（报名条件）

Registration Requirements
　　1.本次方案征集采用公开报名的方式，境内外具有合法执业资格、独立法人资格的设计公司、设计事务所、设计院均可报名参加。允许由合法注册的设计单位组成联合体报名，但联合体成员不得超过二家，联合体各方不得再单独以自己名义，或者与另外的设计单位组成联合体参加此次方案征集。

境外公司联合国内设计单位的，国内设计单位要求必须具备城市规划甲级资质或建筑相应设计资质。不接受个人及个人组合的报名。

This International Consultation is open to registration. All design firms, design offices and design institutions with legal qualifications and independent legal entities at home and abroad can sign up. Consortium is acceptable but the members in the consortium shall not be more than 2. The members in the consortium shall not participate in the international consultation again in their own name or in a consortium with another unit.

For the consortium which consists by the domestic firms of China and aboard firms, the domestic firms should have the Grade-A Urban & Rural Planning Qualification or the corresponding qualification in architecture. Personal registration is not accepted
   2.团队应具备近十年主持国内外同类项目成功经验，具有轨道枢纽更新改造设计实践经验和成功案例。

The applicants should have profound design and implementation experience on similar international or domestic redevelopment of railway station projects in last 10 years;

3.参与本次征集活动的规划设计人员应为设计单位的在册人员，首席设计师须由主持过同类型项目的人员担任（同类型项目指规模相当的轨道枢纽更新改造设计），且必须直接参与方案征集和设计全过程。

Designers involved in the consultation should be current personnel of the registered design firm. The chief designer shall have profound experiences of directing similar projects (the regeneration projects of railway hubs in the similar scale), and shall personally participate in the whole process of the consultation.

4.应征单位根据方案征集公告要求提供资格预审材料。

Design firms should submit pre-qualification documents according to consultation conditions.

五、资格预审

Pre-qualification

主办单位将对报名机构的公司资格、业绩、奖项、拟投入项目的团队等情况进行综合审查，确定4家通过资格预审入围的参赛机构，同时再评选出2家备选参赛机构（须排序），如前4家入围的参赛机构退出第二阶段竞赛的，则备选参赛机构依序替补。

The host will carry out preliminary review of prequalification documents submitted by design firms, including firms’qualifications, performance, awards and team members. Four participants will be shortlisted to move forward to Stage 2 of the consultation. Twoalternatives will be selected and ranked by order, in case that any of the four shortlisted firms quits the consultation.

4家入围的参赛机构进入第二阶段的设计竞赛阶段，并向其发放投标邀请书和概念性方案设计竞赛征集文件。

The host will send formal invitations and the official bidding document (including terms of reference etc.) to the four invited firms.

相关业绩的审核主要基于下列方面：

合同大小；服务性质；技术领域和专业知识。

Determination of the experiences will be based on:

The contract size;

The nature of the services;

The technical area and expertise.

六、方案征集流程

Process of the Consultation

1）参赛单位报名并提交报名材料；

Applicants shall register for this International Consultation by submitting the application documents.

2）资格预审评审小组对所有参赛的报名单位进行资格审查，确定4家方案征集参与单位，并报方案征集领导小组审查；

The jury panel of prequalification will carry out preliminary review on the application documents submitted by the applicants, and select 4 design firms. The decisions will be inspected by the consultation leading group;

3）根据审查结果，向各参赛的报名单位发出资格预审通过或资格预审未通过通知书，并向资格预审通过的单位发放概念性方案设计征集文件；

The panel will issue the Invitation and the official bidding document for Hangzhou City Railway Station conceptual design competition to the 4 confirmed firms.

4）方案征集文件发放后，根据约定期限提交方案征集文件，由参赛单位对所提交的征集方案进行汇报，具体时间另行通知；

The 4 invited firms shall submit the design deliverables on time and give the presentation.

5）组织专家评审，根据评审结果，正式公布本次征集获奖方案，向获奖方案的提交单位发放奖金150万人民币，完成设计任务的其他单位将获得补偿费用，以最后征集文件为准。

The evaluation result of design deliverables will released based on expert review. A bonus of 200 000 € will be given to the winner, selected candidates who complete the procedure will receive compensation，based on the official document on Stage 2.

2、报名形式：凡符合报名条件并愿意参加本项目的应征单位，可采用现场报名、快递报名和邮件方式报名。应征单位提交资格预审文件内容不相符或不真实的取消其征集设计权。
