项目名称：北海廉州湾新城滨海组团概念规划与城市设计方案征集

Project Name: Solicitation of Proposals for Conceptual Planning and Urban Design of Binhai Cluster, Lianzhou Bay New Area, Beihai

规划范围：本次征集范围包含两个空间层次：一是研究范围，为廉州湾新城区域，打造廉州湾湾区概念；二是设计范围，包括重点片区和一般片区，为西至廉州湾海岸线及西门江、北至铁路、东至廉州湾新城产业组团、南至向海大道，总面积约31.42平方公里，其中重点片区为3至6平方公里（由应征人研究划定，一般包括滨海、高铁站等重点城市功能节点区域）。

Planning Scope: The scope of solicitation includes two spatial levels: The first is the research scope which covers the Lianzhou Bay New Area, a new concept of bay area. The second is the design scope which covers key areas and general areas, which extend to Lianzhou Bay coastline and Ximen River in the west, to the railway in the north, to the industrial cluster of Lianzhou Bay New Area in the east, and to Xianghai Avenue in the south, with a total area of about 31.42 square kilometers. Among them, the key areas cover three to six square kilometers (the scope of key areas could be defined by the Participants through their researching, which generally includes Binhai, High-Speed Railway Station and other key urban function node areas).

本次征集活动分为二阶段方案征集开展，在第一阶段方案征集中，主办单位将通过资格预审选出6个应征人参加本次征集活动，通过对第一阶段的应征规划方案评审选出3个应征人参加第二阶段方案征集。在第二阶段方案征集中，参加第二阶段方案征集的3个应征人须对概念规划方案进行修改完善和深化，提交方案深化设计成果，通过对第二阶段的应征规划方案评审选出1个优胜设计方案。

This solicitation is divided into two phases. In the first phase, the sponsor and organizer will select six participants through pre-qualification, three of whom will have the opportunity to enter the second phase as long as their proposals pass the evaluation in the first phase. In the second phase, the three participants need to improve and deepen their proposals submitted in the first phase and submit proposal refinement results. Finally, one proposal will be selected as the winning proposal after evaluation.

First phase: It focuses on planning orientation, development objectives, industrial research, spatial layout, and development mode, including, without limitation: defining the orientation of the planned area based on the current situation and regional analysis; providing international case studies and clarifying development objectives and development strategies/design concepts; optimizing functional zoning, refining the land layout of key areas; demarcating the urban ecological pattern; studying the overall urban landscape and design form of the planned area, and planning the city skyline; determining the architectural design intention and landmark location of key areas; identifying layout of important public service facilities and large municipal service facilities as required; and conducting integrated traffic studies.

第二阶段方案征集：根据第一阶段专家评审会意见深化方案。重点深化城市设计阶段各系统要素的组织布局、设计手法、控制引导等内容，主要包括优化整体城市设计布局和用地布局；提升城市设计深度，总体达到控制性详细规划阶段城市设计深度，重点片区（3至6平方公里）达到修建性详细规划阶段城市设计深度；深化滨海建筑界面城市设计；细化滨海、滨水、开敞空间周边的景观设计；进行地标建筑详细设计工作；提供城市设计系统性的实施管控策略；完善各主要道路断面设计。

Second phase: Proposals are refined according to the opinions of the evaluation by the Jury in the first phase, with focus on deepening the organizational layout, design methods, control and guidance of various system elements in the stage of urban design, mainly including optimizing the overall urban design layout and land use layout; enhancing the urban design depth to that specified in the regulatory detailed planning stage, and the urban design depth of key areas (three to six square kilometers) to that specified in the construction detailed planning stage; refining urban design of coastal building interface; refining the landscape design around the coastal, waterfront and open space; detailed design of landmark buildings; providing systematic implementation control strategies of urban design; and improving the design of main road sections.

第一阶段设计周期约50天，2019年10月25日发出北海廉州湾新城滨海组团概念规划与城市设计方案征集的征集文件，应征人开始设计工作，2019年10月30日主办单位组织项目情况介绍会和现场踏勘，届时应征人的首席规划师应当出席。

The solicitation time of the first phase for design proposals is about 50 days. On October 25, 2019, the solicitation documents for Solicitation of Proposals for Conceptual Planning and Urban Design of Binhai Cluster, Lianzhou Bay New Area, Beihai will be issued and the Participants will begin the design work. On October 30, 2019, the Sponsor will organize the project briefing and on-site reconnaissance. At that time, the chief planners of the Participants should attend the meeting.

第二阶段设计周期约80天，应征人对概念规划方案进行修改完善和深化，提交最终设计成果。

The solicitation time of the second phase for design proposals is about 80 days. The participants should revise, improve, deepen and refine its conceptual planning proposal and submit the final design results.

方案征集后续工作：在优胜设计方案基础上融合其它方案优点进行优化完善，并汇总成城市设计规划成果；按照城市设计要求，编制城市设计管控导则；按最终成果制作大型实体模型和宣传动画。

Follow-up work of proposal solicitation: The winning proposal is optimized by integrating the advantages of other proposals to produce the urban design and planning. Eligibility and Qualifications of Applicants

应征申请人应为合法注册的法人实体或由合法注册的法人实体组成的项目联合体。

The Applicant shall be a legal entity that has been legally incorporated in accordance with laws or a project consortium composed of legal entities that have been legally incorporated in accordance with laws.

中华人民共和国境内的规划设计机构须具有城乡规划编制甲级或建筑行业（建筑工程）甲级及以上资质。

A planning and design institution within the territory of the People's Republic of China should have the Class A qualification for urban and rural planning or Class A or above qualification for building industry (building engineering) design.

A planning and design institution outside of the People's Republic of China should have a practice license or business license for urban planning or architectural design in accordance with the national or local administrative regulations. If a business entity engaged in urban planning or architectural design should have the corresponding practice permit or qualification or business license according to the national or local administrative regulations on practice or operation of urban planning and architectural design, it shall provide documentary evidence for its practice permit or qualification or business license. If the national or local administrative regulations on practice or operation of urban planning and architectural design do not require that a business entity engaged in urban planning or architectural design should have the corresponding practice permit or qualification or business license, and only require that planners and architects should have appropriate qualifications or practice licenses, then the registered or practicing certificate or membership certificate of the planner or architect of the institution should be provided, and the design institution should explain the national or regional administrative regulations on practice or operation of planning and architectural design. The qualification requirements for design institutions in Hong Kong, Macao and Taiwan should refer to the provisions on the qualification requirements for overseas design institutions.

All valid Design Proposals received in this Solicitation will not be returned.

应征人对其应征设计文件享有署名权，在征得主办单位书面同意后可通过传播媒介、专业杂志、书刊或其他形式评价、展示其应征设计文件的相关内容。除应征人的设计标准、设计导则和绘图元素以外，应征人不得将应征设计文件及设计成果用于其他的设计项目。

The Participant holds the right of authorship for its Design Proposal and can comment on and display such Design Proposals in the forms of media communications, trade magazines, publications among others after granted with the Sponsor’s consent in writing. Except for design standards, design guideline and drawing elements, the Participant shall not use the Design Proposals for a purpose other than this Project.

应征人应保证提交的应征设计文件及设计成果在中国境内或境外没有且不会侵犯任何其他人的知识产权（包括但不限于著作权、专利权）或专有技术或商业秘密。应征人应保证，如果其应征设计文件使用或包含任何其他人的知识产权或专有技术或商业秘密，应征人已经获得权利人的合法、有效、充分的授权。应征人因侵犯他人知识产权或专有技术或商业秘密所引起的全部赔偿责任应由应征人承担。

The Participant shall ensure that all submitted design proposals and design results will not infringe upon IPR (including but not limited to copyright and patents) or know-how or trade secrets of others within or outside the People’s Republic of China. The Participant shall guarantee that if Design Proposals use or include IPR or know-how or trade secrets of others, the Participant shall have already obtained legitimate, valid and sufficient authorization from the right holders. The Participant shall take all liabilities for any compensations arising from infringement upon IPR or know-how or trade secrets of others.

主办单位有权在本项目的规划设计中使用应征人提交应征设计文件及设计成果，主办单位在本项目的规划编制或规划方案调整综合时可以全部或部分使用应征设计文件及设计成果，也可对其进行修改。主办单位不得将应征设计文件及设计成果用于本项目以外的其他项目。

The Sponsor has right to use the submitted design proposal and design results by the Participant in the planning and design of this Project and while the Sponsor prepare the planning or adjust and integrate the planning proposals for this Project, the Sponsor can use the planning proposals and design results in its entirety or partially and can also make modifications. The Sponsor shall not use the Design Proposals and design results for a purpose other than this Project.

主办单位可对所有应征方案印刷、出版和展览，并可通过传播媒介、专业杂志、书刊或其他形式评价、展示、宣传应征设计文件及设计成果。但应注明规划设计机构的名称。

The Sponsor can also print, publish and exhibit all proposals for response, or comment on, display and publicize the design proposals and design results via media communications, trade magazines, publications or by other means. The precondition is indication of the name of design institutions for such planning and design.

构成本项目征集文件的各个组成部分的文件（包括文字说明、图纸和图表）都是参与各方的智力劳动成果，上述文件的知识产权属主办单位及相关设计单位所有。应征人仅可以将上述文件用于应征设计和编制应征设计文件之目的。未经主办单位书面许可，应征人不得将上述文件用于其他工程设计或其他目的，也不得将上述文件泄露给任何第三方。

All components of documents for the Solicitation (including explanations in words, drawings and graphs) are productive outcomes of labor and mind and the IPR of the documents aforementioned is owned by the Sponsor and relevant design organizations. The Participant can only use these documents aforementioned for the purpose of preparing Response Proposal. Without written consent from the Sponsor, the Participant shall not use these documents aforementioned for other project design or purposes and shall not disclose such documents aforementioned to any third Party

应征设计补偿金

Compensation for Designs in the Solicitation

第一阶段：主办单位将向按征集文件的要求在规定的时间内提交了有效应征文件的应征人支付应征设计补偿金，金额为人民币120万元（含税），但对于未按规定时间提交应征文件或其应征文件按规定不被接受或被取消应征资格的应征人将不支付补偿金。

In the first phase: The Sponsor will pay compensation amounting 1.2 million RMB (including tax) for the designs in the solicitation to Participants who have submitted the valid Response Proposals (including the Design Proposals) within the stipulated time as required by the solicitation documents in the first phase, but no compensation will be paid for Participants who have failed to submit the Response Proposals at the required time or whose Response Proposals are not accepted or disqualified according to the requirements.

第二阶段：主办单位将向按征集文件的要求在规定的时间内提交了有效应征文件的应征人支付第二阶段的应征设计补偿金，金额为278万元人民币（含税），但对于未按规定时间提交应征文件或其应征文件按规定不被接受或被取消应征资格的应征人将不支付补偿金。

In the second phase: The Sponsor will pay compensation of the second phase amounting 2.78 million RMB (including tax) for the designs in the solicitation to Participants who have submitted the valid Response Proposals (including the Design Proposals) within the stipulated time as required by the solicitation documents in the first phase, but no compensation will be paid for Participants who have failed to submit the Response Proposals at the required time or whose Response Proposals are not accepted or disqualified according to the requirements.

在第二阶段，主办单位将设立专门的应征设计方案评审委员会对应征人提交的设计方案进行评审，选出一个优胜设计方案。

In the second phase, the Sponsor will set up a special Design Proposal review committee to review the design proposals submitted by the Participants and select one Winning Design Proposal.

征集后续工作

Follow-up Work

获得优胜奖的应征人将可能被授予本规划区的城市设计方案深化和规划编制的合同，合同金额控制在397万以内。应征人在优胜设计方案基础上融合其它方案优点进行优化完善，并汇总成城市设计规划成果；按照城市设计要求，编制城市设计管控导则；按最终成果制作大型实体模型和宣传动画。

The winning participant may be awarded a contract for the refinement of urban design proposal and the planning formulation within the planned area, with the contract amount limited to RMB 3.97 million. The participant optimizes the winning proposal by integrating the advantages of other proposals to produce the urban design and planning results. It complies urban design control guidelines according to urban design requirements. It also produces a large physical model and a publicity animation based on the final results.

本次征集活动本身及与本次活动相关的文件所适用的法律和法规仅为中华人民共和国的法律和法规。

The solicitation per se and any documents relating thereto shall be governed only by the laws and regulations of the People’s Republic of China.

Languages

本次征集活动使用的语言为中文和英文，在中文、英文两种语言的意思表达不一致时，应以中文为准。

The languages used in the solicitation shall be both Chinese and English. In the event of any discrepancy, Chinese shall prevail.

本次征集活动的最终解释权归主办单位。
