简要规格描述或项目基本概况介绍、用途：按要求对责任区域内网格综合管理、社会治安、市容市貌、违法建筑、违法用地进行单独巡查或参与联勤巡查，及时准确上报案件，不得漏报问题，做到城市问题及时发现；积极参与应急事件处置、及城市网格化管理联动处置工作；对规定范围的事（部）件在能力所及的情况下，履行“举手之劳”责任；服从工作安排，听从网格管理员和网格督导员及镇网格中心其他管理人员的指挥，完成领导交办的其他任务。确保网格巡查辅助人员根据北蔡镇辖区的特殊情况接受培训，并且了解熟悉现行的工作环境、工作任务及工作规定。
Brief specification description or basic overview of the project: Conduct separate patrols or participate in joint patrols for comprehensive grid management, social security, urban appearance and sanitation, illegal construction, and illegal land use within the designated area as required. Report cases promptly and accurately, without omitting any issues, to ensure timely discovery of urban problems. Actively participate in emergency event handling and联动处置 (joint disposal) of urban grid management. Fulfill the 'small acts of help' responsibility for matters within the prescribed scope and within one's capacity. Obey work arrangements and follow the instructions of grid administrators, grid supervisors, and other staff from the town's grid management center to complete other tasks assigned by leaders. Ensure that grid patrol auxiliary personnel receive training tailored to the special circumstances of Beicai Town's jurisdiction and become familiar with the current work environment, tasks, and regulations.

(b)落实政府采购政策需满足的资格要求：促进中小企业发展、促进残疾人就业。根据《政府采购促进中小企业发展管理办法》（财库[2020]46号）及《关于进一步加大政府采购支持中小企业力度的通知》〔2022〕19号规定执行。
(b)Qualification requirements to be met to implement government procurement policies: Promote the development of small and medium-sized enterprises and facilitate the employment of persons with disabilities. Implementation shall be in accordance with the Measures for Promoting the Development of Small and Medium-Sized Enterprises through Government Procurement (Cai Ku [2020] No. 46) and the Notice on Further Increasing Support for Small and Medium-Sized Enterprises through Government Procurement (No. 19 [2022]).
(c)本项目的特定资格要求：3、根据《上海市政府采购供应商登记及诚信管理办法》已登记入库的供应商；4、其他资格要求：1）本项目专门面向中小企业采购。（残疾人福利性单位、监狱企业视同小型、微型企业。）如投标人为中小企业，且满足《政府采购促进中小企业发展管理办法》（财库[2020]46号）规定条件的，必须提供《中小企业声明函》；2）本项目不允许转包。
(c)Specific qualification requirements for this program: 3. Suppliers who have been registered and entered into the database in accordance with the 'Shanghai Municipal Government Procurement Supplier Registration and Integrity Management Measures'; 4. Other qualification requirements: 1) This project is specifically procured from small and medium-sized enterprises (SMEs). (Units for the welfare of persons with disabilities and prison enterprises are deemed as small or micro-enterprises.) If the bidder is an SME and meets the conditions stipulated in the 'Measures for Promoting the Development of Small and Medium-Sized Enterprises in Government Procurement' (Cai Ku [2020] No. 46), a 'Declaration Letter of Small and Medium-Sized Enterprises' must be provided; 2) Subcontracting of this project is not allowed.
