简要规格描述或项目基本概况介绍、用途：本项目拟通过公开招标的方式，选取一家合格的供应商，为采购人提供新增与更新专业仪器设备一批，包括热裂解仪1台、便携式测油仪1台、功能区声环境质量自动监测设备3台、FID便携式VOC泄漏检测仪1台、柴油车不透光度仪1台、微塑料自动前处理装置1台、原子荧光分光光度计1台等。质保期：自验收合格之日起不少于1年。（具体详见第三章采购需求书）
Brief specification description or basic overview of the project: This project plans to select a qualified supplier through open bidding to provide the purchaser with a batch of newly added and updated professional instruments and equipment, including 1 thermal cracking instrument, 1 portable oil analyzer, 3 automatic monitoring devices for acoustic environment quality in functional areas, 1 FID portable VOC leak detector, 1 diesel vehicle opacity meter, 1 automatic pre-treatment device for microplastics, 1 atomic fluorescence spectrophotometer, etc. Warranty period: Not less than 1 year from the date of acceptance. (Please refer to Chapter 3 Procurement Requirements for details)
合同履约期限：合同签订后90日内交付，其中功能区声环境质量自动监测设备含30日联网试运行。
The Contract Period: Delivery within 90 days after the contract is signed, including a 30 day online trial operation of the automatic monitoring equipment for the sound environment quality in the functional area.

(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠； （2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。（4）实施本国产品标准及政策。
