（3）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动；
（4）具备通信工程施工总承包三级及其以上资质；
（5）具有安全生产许可证（有效期内）；
（6）拟派项目负责人：需具备通信工程专业一级注册建造师执业资格，具有有效的《安全生产考核合格证书》（B证）。该项目负责人以在上海市住房和城乡建设管理委员会网站上查询为准，在册且无在建项目记录（同一工程相邻分段发包或分期施工的除外，拟派项目经理在投标文件递交时不得调整，不得有在建项目（通过上海市建设市场信息服务平台https://ciac.zjw.sh.gov.cn/查询、截图）；
（7）符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的投标人，不得参加本项目的采购活动；
（8）本次招标不接受联合体投标，不允许合同转让与分包。
