(c)Specific qualification requirements for this program: 3.1 This project is specifically set aside for procurement from small and medium-sized enterprises (SMEs).3.2 Possess a 'Travel Agency Business Operation Permit' with domestic (China) travel services authorized.3.3 The bidder shall not be listed on the 'Credit China' website (www.creditchina.gov.cn) as an untrustworthy person subject to enforcement or a major tax law violator, nor on the 'China Government Procurement' website (www.ccgp.gov.cn) for serious violations of government procurement laws. [The credit record shall be based on inquiries conducted within three years prior to the deadline for submitting the initial bid (response) documents.]
