(b)落实政府采购政策需满足的资格要求：本项目严格执行财政部关于推动解决政府采购异常低价问题的通知（财库[2026]2 号），各供应商应遵循市场竞争机制，独立自主报价，并自行承担风险。
(b)Qualification requirements to be met to implement government procurement policies: This project strictly implements the Ministry of Finance's Notice on Promoting the Resolution of Abnormally Low Prices in Government Procurement (Cai Ku [2026] No. 2). All suppliers should follow the market competition mechanism, submit bids independently, and bear the risks on their own.
(c)本项目的特定资格要求：3、其他资格要求：1）本项目面向中、小、微型企业供应商采购。（残疾人福利性单位、监狱企业视同小型、微型企业。）如投标人为中小企业，且满足《政府采购促进中小企业发展管理办法》（财库[2020]46号）规定条件的，必须提供《中小企业声明函》；2）本项目不允许转包
(c)Specific qualification requirements for this program: 3. Other qualification requirements: 1) This project is open to suppliers that are small, medium, or micro enterprises. (Welfare units for the disabled and prison enterprises are regarded as small or micro enterprises.) If the bidder is a small or medium-sized enterprise and meets the conditions stipulated in the "Measures for Promoting the Development of Small and Medium-sized Enterprises in Government Procurement" (Cai Ku [2020] No. 46), they must provide a "SME Declaration Letter"; 2) Subcontracting is not allowed in this project.
