简要规格描述或项目基本概况介绍、用途：为确保2021年9月以来设立的6个社区微型消防站（分站）的正常运行，积极引导和规范社区微型消防站（微站）建设，着力提高自查自纠、自防自救的能力，建设“有人员、有器材、有战斗力”的社区微型消防站，充分发挥自己的专业和优势，积极配合相关部门指导社区、行政村制定消防救援应急预案、定期开展消防安全应急演练、消防知识宣传、技能培训及协助相关工作人员进行日常检查，不断提高区域内商户等其他人员的消防安全知识及灭火逃生技能（具体要求详见招标文件—第三章 采购需求书）
Brief specification description or basic overview of the project: To ensure the normal operation of the six community micro fire stations (sub-stations) established since September 2021, actively guide and regulate the construction of community micro fire stations (micro-stations), focus on improving the ability of self-examination, self-correction, self-prevention, and self-rescue, build community micro fire stations with "personnel, equipment, and combat effectiveness", fully utilize their professionalism and advantages, actively cooperate with relevant departments to guide communities and administrative villages in formulating fire rescue emergency plans, regularly carry out fire safety emergency drills, fire knowledge propaganda, skill training, and assist relevant staff in daily inspections, continuously improve the fire safety knowledge and fire fighting and escape skills of merchants and other personnel in the region (specific requirements are detailed in the bidding document - Chapter 3 Procurement Requirements)

(b)落实政府采购政策需满足的资格要求：（1）项目执行《政府采购促进中小企业发展管理办法》的通知（财库〔2020〕46号）及《关于进一步加大政府采购支持中小企业力度》的通知（财库〔2022〕19号）；（2）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向小微企业采购，评审时中小企业产品均不执行价格折扣优惠；（3）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（4）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策；（6）按照《中小企业划分标准规定》（工信部联企业[2011]300号），本项目中小企业所属的行业为其他未列明行业。
(b)Qualification requirements to be met to implement government procurement policies: (1) Notices on implementing the "Administrative Measures for Promoting the Development of Small and Medium-sized Enterprises through Government Procurement" (Cai Ku [2020] No. 46) and the "Notice on Further Strengthening Government Procurement Support for Small and Medium-sized Enterprises" (Cai Ku [2022] No. 19); (2) Implementing measures to reserve a certain share, increasing the proportion of small and medium-sized enterprises in government procurement, and supporting policies for small and medium-sized enterprises: This project specifically targets procurement for small and micro enterprises, and no price discounts are applied to products from small and medium-sized enterprises during evaluation; (3) Supporting prison enterprises and welfare units for the disabled, and treating them as small and micro enterprises; (4) Priority procurement policy for energy-saving and environmentally friendly products: Under the same conditions of technology, service...

(c)Specific qualification requirements for this program: 1. Comply with Articles 6 and 7 of the "Shanghai Municipal Government Procurement of Services Management Measures"; 2.
