简要规则描述：(1)业财数据治理与集成:对公司、项目、客户、组织架构等基础数据进行集中管理和维护，确保业财数据的一致性和准确性;(2)业财流程优化与整合:通过业财管理系统将业务系统和财务系统进行整合，实现业务流程和财务流程的无缝对接，实现数据的实时传递和共享;(3)核算标准化与凭证自动化:开发凭证自动化生成模块，根据业务系统的业务数据自动生成财务凭证，减少手工录入凭证的工作量。实现总账报账能力，对于折旧、薪酬、社保、利息、税款、坏账管理等业务进行台账化计提与支付管理;(4)数据沉淀与报表管理:建立报表管理系统，对各类报表进行集中管理和维护，实现报表的自动化生成和查询分析。支持支出、损益相关业财数据、预算等直接导入，沉淀至业财管理系统数据库;(5)决策支持与智能预警:实现业财管理系统数据的价值挖掘与提升，为公司数据化决策提供相关分析依据，能够针对关键指标定义预警，实时提醒生产与运营管理。详见第五章 采购需求
Brief Specification Description: (1) Business-Finance Data Governance and Integration: Centralize management of basic data including company, project, customer and organizational structure to ensure data consistency and accuracy.
(2) Business-Finance Process Optimization: Integrate business and financial systems via the business-finance management platform for seamless process connection and real-time data sharing.
(3) Standardized Accounting & Voucher Automation: Automatically generate financial vouchers from business data to reduce manual work; realize ledger-based management of depreciation, payroll, social insurance, interest, taxes and bad debts.
(4) Data Storage & Report Management: Build a centralized report system for automatic generation and analysis, supporting direct import of expenditure, profit, loss and budget data.
(5) Decision Support & Intelligent Early Warning: Mine data value to support data-driven decisions, set alerts for key indicators and remind production and operation management in real time.
合同履约期限：开发期限： 6个月，自合同签订生效之日起算

(b)Qualification requirements to be met to implement government procurement policies: This procurement project implements government procurement policies for energy-saving products and environmental label products, promotes the development of small and medium-sized enterprises, prison enterprises and welfare units for persons with disabilities, and supports underdeveloped regions and ethnic minority areas.
(c)本项目的特定资格要求：（1）符合《中华人民共和国政府采购法》第二十二条的规定；
（2）未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
（3）本次采购不接受联合响应；
（4）单位负责人为同一人或存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动。
（5）本项目专门面向中小型企业采购。
(c)Specific qualification requirements for this program: (1) The provisions of Article 22 of the Government Procurement Law of the People's Republic of China shall be satisfied;
(2) The supplier has not been listed by Credit China (www.creditchina.gov.cn) or China Government Procurement Network (www.ccgp.gov.cn) as a dishonest person subject to enforcement, a party involved in a major tax violation case, or a party recorded for serious illegal dishonest acts in government procurement;
(3) Joint responses shall not be accepted for this procurement;
(4) Different suppliers with the same person-in-charge or with direct holding or management relationships shall not participate in government procurement activities under the same contract;
(5) This project is exclusively procured from small and medium-sized enterprises.
