(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the reserved share measures, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically targeted at small and medium-sized enterprises for procurement. During the review process, no price discount benefits will be implemented for products from small and medium-sized enterprises. (2) Support welfare units for the disabled and treat them as small and micro enterprises. This project belongs to the construction industry.        

(c)本项目的特定资格要求：3、项目负责人资格：具有《园林绿化施工企业项目负责人质量安全生产考核合格证书》或具有园林专业中级及以上职称和《施工企业项目负责人质量安全生产考核合格证书》，且无在建项目记录；4、施工现场项目管理机构拟派人员配备要求：4人（含）以上，须包含项目负责人（本专业中级及以上职称）、安全员、质量员、材料员各1名；        

(c)Specific qualification requirements for this program: 3. Qualifications of the project leader: Possessing the "Quality and Safety Production Assessment Certificate for Project Leaders of Landscape Gardening Construction Enterprises" or holding an intermediate or higher professional title in landscape gardening and the "Quality and Safety Production Assessment Certificate for Project Leaders of Construction Enterprises", and having no record of ongoing projects. 4. Requirements for the proposed personnel allocation of the project management organization at the construction site: 4 people (inclusive) or more, including 1 project leader (with intermediate or above professional title in this field), 1 safety officer, 1 quality control officer, and 1 material officer.        

(i)符合《中华人民共和国政府采购法》第二十二条的规定；
