简要规则描述：本次专项工作预计针对更新时点2025年12月31日底的数据，完成基准时点临港新片区内的相关实物量、价值量和权属状况成果，并根据行政区域划分分别并入浦东新区和奉贤区，最终上报（工作进度按自然资源部和上海市规划和自然资源局统一部署调整）
Brief Specification Description: This special project is expected to update the data by the end of December 31, 2025, and complete the results of the relevant physical quantity, value, and ownership status within the Lingang New Area at the benchmark point. According to the administrative division, they will be merged into Pudong New Area and Fengxian District respectively, and finally reported (the progress of the work will be adjusted according to the unified deployment of the Ministry of Natural Resources and the Shanghai Planning and Natural Resources Bureau)

(b)Qualification requirements to be met to implement government procurement policies: 1. Meet the provisions of Article 22 of the Government Procurement Law of the People's Republic of China; 2. (c)本项目的特定资格要求：（1）具有独立承担民事责任的能力及相应的履约能力；
（2）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动；
（3）符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动；
（4）本次采购不接受联合体响应，不允许合同转让与分包；
