(b)落实政府采购政策需满足的资格要求：本采购项目执行强制采购节能产品、环境认证产品政策、鼓励节能政策、鼓励环保政策、扶持中小企业政策：本项目是专门面向中型、小型、微型企业采购，评审时，中小企业产品均不执行价格折扣优惠、支持监狱企业发展政策、残疾人福利性单位政策、购买国货政策等的政府采购政策。        

(b)Qualification requirements to be met to implement government procurement policies: This procurement project implements policies on mandatory procurement of energy-saving products and environmentally certified products, as well as policies encouraging energy conservation, environmental protection, andrt for small and medium-sized enterprises (SMEs). This project is specifically procured from medium, small, and micro-enterprises. During the evaluation, SME products are not subjce discounts or other government procurement policies such as support for the development of prison enterprises, welfare units for persons with disabilities, and the purchase of domestic products.        

(c)本项目的特定资格要求：(3)具有公路交通工程(公路安全设施工程) 专业承包二级及其以上资格。
(4)拟派项目经理具备公路专业注册建造师二级及其以上资格，有效备案且不得有在建项目。
(5)本项目仅面向中小微企业，提供《中小企业声明函》。
(6)本项目不接受联合体投标。        

(c)Specific qualification requirements for this program: (3) Possess Highway Traffic Engineering (Highway Safety Facilities Engineering) Professional Contracting Grade II or above qualification. (4) The proposed Project Manager shall possess Highway Engineerin Constructor Grade II or above qualification, be validly registered, and shall not have any ongoing projects. (5) This project is open only to small and medium-sized enterprises;rovide the "Letter of Declaration for Small and Medium-sized Enterprises". (6) Consortium bids are not accepted for this project.
