(b)Qualification requirements to be met to implement government procurement policies: This project is specifically designed for procurement by small and medium-sized enterprises (SMEs). During the evaluation process, no price discounts or preferential treatments will be applied to products from SMEs.        

(c)本项目的特定资格要求：3）从事城市园林绿化项目的施工企业，应持有效的营业执照，施工现场项目管理机构与工程规模相符合、标段最高限价400万元以下（含400万）的园林绿化工程项目，根据项目实际情况设置，最低应为5人（含）以上，且需包含*园林项目负责人、安全员、质量员、材料员、中级园林绿化工（班组负责人）各1名。
4）拟派项目经理须具有园林专业中级及以上职称。        

(c)Specific qualification requirements for this program: 3) Construction enterprises undertaking urban landscaping projects shall possess a valid business license. For landscaping projects where the on-site project management organization matches the project scale and the maximum bid price per section is RMB 4 million or less (inclusive), the management team shall be established based on the actual project requirements, with a minimum of five members (inclusive), including one landscaping project manager, one safety officer, one quality inspector, one materials officer, and one intermediate landscaping technician (team leader). 4) The designated project manager must hold an intermediate or higher professional title in landscaping.        

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (www.creditchina.gov.cn), China Government Procurement Network (www.ccgp.gov.cn) ;
