(b)落实政府采购政策需满足的资格要求：本采购项目执行强制采购节能产品、环境认证产品政策、鼓励节能政策、鼓励环保政策、扶持中小企业政策、支持监狱企业发展政策、残疾人福利性单位政策、购买国货政策等的政府采购政策。
按照《中小企业划分标准规定》（工信部联企业[2011]300号），本项目采购的外环运河（川杨河-三灶浜、丰收河-张江康桥徐家河）河道建设工程燃气管线搬迁（前期工程）属于建筑业行业。        

(b)Qualification requirements to be met to implement government procurement policies: This procurement project implements government procurement policies including mandatory procurement of energy-saving products, environmentally certified products, energy-saving encouragement policies, environmental protection encouragement policies, support policies for small and medium-sized enterprises, policies supporting the development of prison enterprises, welfare unit policies for people with disabilities, and policies for purchasing domestic products. According to the "Provisions on the Division Standards for Small and Medium-sized Enterprises" (Ministry of Industry and Information Technology Joint Enterprise [2011] No. 300), the relocation of gas pipelines (preliminary works) for the construction project of the Outer Ring Canal (Chuan Yang River - Sanzao Bang, Fengshou River - Zhangjiang Kangqiao Xujiaba River) falls under the construction industry.        

(c)本项目的特定资格要求：（1）具备市政公用工程施工总承包二级及以上资质；
（2）拟安排项目经理须为市政公用工程二级及以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人。
（3）具备建设部门颁发的《安全生产许可证》（在有效期）；
（4）未被“信用中国”（www.creditchina.gov.cn）和中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
（5）本项目不接受联合体形式。        

(c)Specific qualification requirements for this program: (1) Possess a Grade II or higher qualification for general contracting of municipal public works; (2) The proposed project manager must hold a Grade II or higher registered constructor qualification in municipal public works, possess a valid safety production assessment certificate, and not currently serve as the project leader for any other ongoing construction projects; (3) Possess a valid "Safety Production Permit" issued by the construction department; (4) Not be listed on "Credit China" (www.creditchina.gov.cn) or the China Government Procurement Network (www.ccgp.gov.cn) as a dishonest executor, a party to a major tax violation case, or on the list of serious violations of law and trustworthiness in government procurement; (5) This project does not accept joint ventures.
