简要规则描述：本项目西起康意路，东至现状北界河，全长约0.23公里，为规划支级河道，河口宽12.9-24.4米，两侧陆域控制带结合现状因地制宜按 0-5.4 米布置防汛通道和绿化。主要建设内容包括：河道开挖与疏拓工程、护岸工程、绿化工程、防汛通道及相关附属工程，以及征地搬迁等前期工作。
为配合北界河（康意路以东）河道建设工程施工，需对主体施工范围内影响施工的通信管线进行搬迁。
Brief Specification Description: This project stretches from Kangyi Road in the west to the current northern boundary river in the east, with a total length of about 0.23 kilometers. It's a planned secondary river channel, with an estuary width of 12.9-24.4 meters. On both sides, flood-control paths and green areas will be arranged based on the actual conditions of the land, ranging from 0 to 5.4 meters. The main construction work includes river dredging and widening, bank protection, landscaping, flood-control paths, and related auxiliary works, as well as preliminary tasks like land acquisition and relocation. To support the construction of the Northern Boundary River (east of Kangyi Road), any communication pipelines within the main construction area that could affect the work will need to be relocated.

（3）具备建设部门颁发的《安全生产许可证》（在有效期）；
（4）未被“信用中国”（www.creditchina.gov.cn）和中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；
（5）本项目不接受联合体形式。
(c)Specific qualification requirements for this program: (1) Must have a Level 3 or above general contractor qualification for communication engineering; (2) The proposed project manager must hold a Level 1 or above registered constructor qualification in communication and broadcasting engineering, have a valid safety production assessment certificate, and must not be serving as the project leader for any other ongoing construction projects; (3) Must have a valid 'Safety Production Permit' issued by the construction department; (4) Must not be listed on 'Credit China' (www.creditchina.gov.cn) or the China Government Procurement website (www.ccgp.gov.cn) as a dishonest executor, a party in a major tax violation case, or in the record of serious violations in government procurement; (5) Joint ventures are not accepted for this project.
