(b)落实政府采购政策需满足的资格要求：本采购项目执行政府强制采购节能产品、鼓励环保产品、扶持残疾人福利企业、支持中小微企业、支持监狱和戒毒企业、扶持不发达地区和少数民族地区以及限制采购进口产品等相关政策。        

(b)Qualification requirements to be met to implement government procurement policies: This procurement project implements relevant policies including the government's mandatory procurement of energy-saving products, encouragement of environmental-friendly products, support for welfare enterprises for the disabled, support for small, medium and micro enterprises, support for prison and drug rehabilitation enterprises, assistance to underdeveloped regions and ethnic minority areas, and restrictions on the procurement of imported products.        

(c)本项目的特定资格要求：（1）本项目预算资金属于中小微企业预留资金，仅专门面向中、小、微型企业采购。
（2）供应商应配备从事工程概算、预（结）算、竣工财务决算审查工作的专业技术人员和具有注册会计师执业资格的财务人员；
（3）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；
（4）为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动；
（5）本项目允许联合体响应；
（6）本次采购不允许合同转让与分包。        

(c)Specific qualification requirements for this program: (1) The budget funds for this project are reserved funds for small and medium-sized enterprises, and procurement shall be conducted exclusively for micro, small and medium-sized enterprises. (2) Suppliers shall employ professional and technical personnel engaged in project budget estimation, preliminary (final) settlement, and final financial accounts review of completed projects, as well as financial personnel with Certified Public Accountant qualifications. (3) Different suppliers whose legal representatives are the same person or who have direct shareholding or management relationships shall not participate in government procurement activities under the same contract. (4) Suppliers that provide overall design, specification formulation, project management, supervision, inspection and other services for the procurement project shall not participate in other procurement activities of the same procurement project. (5) Consortium responses are permitted for this project. (6) Contract as

本项目允许联合体响应：①参加联合体的会计师事务所应取得《会计师事务所执业证书》，若分所参与本项目必须提供总所的授权委托书和《会计师事务所（分所）执业证书》。总所与分所不能同时参与本次采购活动；②参加联合体的供应商均应当符合竞争性磋商文件规定的合格供应商的条件，并应当向采购人提交联合协议，联合体各方必须指定一家供应商作为牵头人，授权其代表所有联合体成员负责参加采购活动和合同实施阶段的主办、协调工作；③联合体各方不得再单独参加或者与其他供应商另外组成联合体参加本次采购活动；④组成联合体的供应商不得超过两家，联合体应当以造价咨询单位为牵头人，并使用牵头人数字证书（CA 证书）参加采购活动；        

This project allows consortium participation: ① Accounting firms joining the consortium shall hold the Practising Certificate for Accounting Firms. If a branch office participates in this project, it must provide a power of attorney from the head office and the Practising Certificate for Accounting Firm (Branch). The head office and its branch may not participate in this procurement activity simultaneously; ② All suppliers in the consortium shall meet the eligibility requirements for qualified suppliers specified in the competitive negotiation documents and shall submit a consortium agreement to the procuring entity.
