简要规则描述：为提升惠南镇火灾防控与应急救援能力，依据《上海市社会消防组织管理规定》，结合镇域实际需求，特推进消防专职队运行服务。惠南镇建成区面积超5平方公里、居住人口超5万，且距最近国家综合性消防救援队较远，需建立消防专职队。目前，消防队站已建成并位于汇成路813号，具备良好基础条件。现需完善消防日常运行机制。
Brief Specification Description: To enhance the fire prevention and control as well as emergency rescue capabilities of Huinan Town, the operation service of the full-time fire brigade is launched in accordance with the *Regulations of Shanghai Municipality on the Administration of Social Fire-fighting Organizations* and the actual needs of the town. The built-up area of Huinan Town exceeds 5 square kilometers with a resident population of over 50,000. Given its long distance to the nearest national comprehensive fire and rescue team, a full-time fire brigade is required. At present, the fire station has been completed at No. 813 Huicheng Road with sound basic conditions. It is now necessary to improve the daily fire operation mechanism.
