简要规格描述或项目基本概况介绍、用途：按照南汇新城镇人民政府的统一部署和要求，配合申港社区在辖区范围内开展城市综合管理相关工作，包括但不限于巡查、固守、发现、记录、上报、处置、协助职能部门执法及其他相关应急工作，完成申港社区布置的各类专项工作任务，确保申港社区辖区范围内干净、整洁、有序、安全。
Brief specification description or basic overview of the project: According to the unified deployment and requirements of the People's Government of Nanhui New Town, we will cooperate with the Shanghai SIPG Community to carry out urban comprehensive management related work within our jurisdiction, including but not limited to inspection, guarding, discovery, recording, reporting, disposal, assisting functional departments in law enforcement and other related emergency work, completing various special work tasks assigned by the Shanghai SIPG Community, and ensuring that the Shanghai SIPG Community's jurisdiction is clean, tidy, orderly, and safe.
合同履约期限：1年，计划服务期限：2026年1月1日至2026年12月31日

(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目非专门面向中小企业采购，评审时小微企业产品均执行10%价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is not specifically aimed at purchasing from small and medium-sized enterprises, and during the evaluation, small and micro enterprise products will be subject to a 10% price discount. (2) Support welfare units for people with disabilities and treat them as small and micro enterprises;
(c)本项目的特定资格要求：（1）本项目面向大、中、小、微型企业，事业法人、其他组织或自然人采购；
（2）符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动；
（3）具备省市级公安部门核发的有效的《保安服务许可证》；
（4）项目不允许转包。
(c)Specific qualification requirements for this program: (1) This project is aimed at large, medium, small, and micro enterprises, public institutions, other organizations, or natural persons for procurement; (2) Suppliers who comply with Article 17 of the Guiding Opinions on Promoting Government Procurement Reform in Pilot Areas in Connection with International High Standard Economic and Trade Rules (Hu Cai Cai Cai [2024] No. 12) are not allowed to participate in the procurement activities of this project; (3) Having a valid Security Service License issued by the provincial and municipal public security departments; (4) Subcontracting is not allowed for the project.
