本项目共计三个包件，投标人可对其中一个或多个包件进行投标。
1.本次招标执行的政府采购政策：支持中小微企业、促进残疾人就业、支持监狱和戒毒企业等相关政策。2.投标人须保证为获取招标文件所填写的信息和提交的资料内容应真实、完整、有效、一致，如因投标人填写信息错误或提交虚假材料导致的与本项目有关的任何损失由投标人承担。3.投标人应在投标截止时间前尽早加密上传投标文件，并及时关注投标文件在电子采购平台上的签收情况，以免因临近投标截止时间上传导致招标代理机构无法在开标前完成签收的情形。未签收的投标文件视为投标未完成。《上海市政府采购实施办法》（上海市人民政府令第65号）及其他有关文件的规定，本项目通过上海政府采购网/采购云平台（www.zfcg.sh.gov.cn）实行全过程电子采购，投标人的投标应当符合有关文件和上海政府采购云平台的要求。上海政府采购网/采购云平台（www.zfcg.sh.gov.cn）由上海市财政局建设和维护。潜在投标人的投标可以按照《上海市政府采购云平台供应商-项目采购操作手册》中的内容和操作要求实施。
The government procurement policies implemented in this tender include: support for small and medium-sized enterprises (SMEs), promotion of employment for persons with disabilities, and support for prisons and drug rehabilitation enterprises, among other relevant policies.
Bidders must ensure that the information filled in and the materials submitted for the purpose of obtaining the tender documents are true, complete, valid, and consistent. Any losses related to this project arising from incorrect information filled in by the bidder or from the submission of false materials shall be borne by the bidder.
Bidders shall encrypt and upload their bid documents as early as possible before the bid submission deadline, and shall promptly monitor the receipt status of their bid documents on the electronic procurement platform, so as to avoid situations where the tendering agent is unable to complete the receipt process before the bid opening due to uploads made close to the deadline.
