Brief specification description or basic overview of the project: To improve the effectiveness of waste sorting and create a strong publicity atmosphere, a third-party enterprise will be introduced to renovate and upgrade waste delivery sites. It is expected to meet the creation targets: 1 special update for misdelivery sites, 8 smart cabinets converted into delivery cabins, 3 open-air sites, 4 renovated and upgraded waste houses, and technology empowerment for 8 sites.

4）落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目（■是□不是）专门面向中小企业采购，评审时小微企业产品均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业。
(b)Qualification requirements to be met to implement government procurement policies: 1) Mandatory Procurement Policy for Energy-saving Products: Mandatory procurement of items marked with "★" in the national published energy-saving list. 2) Energy Conservation Incentive Policy: Products included in the national published energy-saving list shall be procured preferentially under the condition that indicators such as technology and service are equivalent. 3) Environmental Protection Incentive Policy: Products on the national published environmental protection product list shall be procured preferentially under the condition that indicators such as performance, technology and service are equivalent. 4) Qualification Requirements to Be Met for Implementing Government Procurement Policies: (1) Implement reserved quota measures to increase the share of small and medium-sized enterprises in government procurement, and support small and medium-sized enterprises: This project (■Yes □No) is specially procured for small and medium-sized enterprises, and no price discount shall be
(c)本项目的特定资格要求：3.符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动。
4.本项目不允许转包。
(c)Specific qualification requirements for this program: 3. Suppliers that meet the provisions of Article 17 of the Guiding Opinions on Aligning with High-Standard International Economic and Trade Rules to Promote the Reform of Government Procurement in Pilot Areas (Hu Cai Cai〔2024〕No.12) shall not participate in the procurement activities of this project. 4.
