简要规格描述或项目基本概况介绍、用途：依据《中华人民共和国土地管理法》、《土地调查条例》、《自然资源部办公厅 国家林业和草原局办公室 关于开展2026年度一体化调查监测工作的通知》（自然资办函〔2026〕1038号）及关于印发《上海市2026年度一体化调查监测实施方案》的通知（沪规划资源调[2026]263号）等文件要求，为一体化推进2026年度调查监测工作，摸清自然资源家底和国土利用现状变化情况，本项目拟选择一家合适的单位提供国土变更成果检查服务，对外业调查图斑地类认定、地类属性、标注信息、举证规范、照片质量、范围边界、面积、备注、举证说明等叠加相关信息及影像以案件为单位，对全区现状调查图斑进行检查等。本项目共设2个包件，同一投标人可对一个包件进行投标，也可对多个包件同时进行投标，同一投标人允许最多中标1个包件。（具体详见第三章服务需求书）
Brief specification description or basic overview of the project: In accordance with the requirements of the "Land Administration Law of the People's Republic of China", the "Land Survey Regulations", the "Notice from the General Office of the Ministry of Natural Resources and the Office of the State Forestry and Grassland Administration on Carrying out the Integrated Survey and Monitoring Work in 2026" (Natural Resources Office Letter [2026] No. 1038), and the "Notice on Issuing the Implementation Plan for the Integrated Survey and Monitoring in 2026 of Shanghai Municipality" (Shanghai Planning and Resources Adjustment [2026] No. 263), in order to comprehensively promote the 2026 survey and monitoring work, clarify the status of natural resources and changes in the current situation of land use, this project intends to select a suitable unit to provide the inspection service for the results of land change. The remaining details are provided in the bidding documents.

简要规格描述或项目基本概况介绍、用途：依据《中华人民共和国土地管理法》、《土地调查条例》、《自然资源部办公厅国家林业和草原局办公室关于开展2026年度一体化调查监测工作的通知》（自然资办函〔2026〕1038号）及关于印发《上海市2026年度一体化调查监测实施方案》的通知（沪规划资源调〔2026〕263号）等文件要求，为丰富完善并持续更新自然资源调查监测统一现状数据，结合本市实际情况，本项目拟选择一家合适的单位提供国土变更外业调查服务，收集本市遥感影像、业务管理与监测监管等各类反映国土利用变化的信息和区级自主发现线索，定期开展自然资源监测，组织开展日常变更、数据汇交、成果报部等工作，做好自然资源基础数据库更新，开展国土资源利用、林草湿资源分析评价，支撑国土空间规划实施监测评估和自然资源管理等。本项目共设2个包件，同一投标人可对一个包件进行投标，也可对多个包件同时进行投标，同一投标人允许最多中标1个包件。（具体详见第三章服务需求书）
