（4）具有市政公用工程施工总承包三级及其以上资质或公路安全设施分项二级及以上资质。
（5）具有安全生产许可证（有效期内）。
（6）市政公用工程施工总承包的单位拟派项目负责人具有市政公用工程专业二级及其以上注册建造师执业资格，公路安全设施分项资质的单位拟派项目负责人具有公路工程专业二级及其以上注册建造师执业资格。具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人。
