(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠。
（2）扶持残疾人福利性单位，将其视同小微型企业。        

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement reserved share policies to increase the proportion of small and medium-sized enterprises (SMEs) in government procurement to support SMEs. This project is exclusively procured for SMEs. No price discounts shall be applied to SME products during evaluation.
(2) Support welfare entities employing disabled persons, which shall be treated as micro and small enterprises.        

(c)本项目的特定资格要求：3.1未被“信用中国”（www.creditchina.gov.cn ）列入失信被执行人、重大税收违法案件当事人名单，未被中国政府采购网（www.ccgp.gov.cn）列入政府采购严重违法失信行为记录名单；
3.2具备建筑工程施工总承包三级或以上资质；具有有效期内的安全生产许可证；拟派项目经理具有建筑工程专业二级及以上注册建造师资格；
3.3本项目不接受联合体响应。        

(c)Specific qualification requirements for this program: 3.1 The bidder shall not be included in the List of Dishonest Persons Subject to Enforcement or the List of Parties Involved in Major Tax-Related Illegal Cases on Credit China ([www.creditchina.gov.cn](https://link.wtturl.cn/?target=https%3A%2F%2Fwww.creditchina.gov.cn&scene=im&aid=582478&lang=zh)), nor shall it be recorded in the List of Serious Illegal and Dishonest Acts in Government Procurement on China Government Procurement Network ([www.ccgp.gov.cn](https://link.wtturl.cn/?target=https%3A%2F%2Fwww.ccgp.gov.cn&scene=im&aid=582478&lang=zh)).
3.2 The bidder shall hold Class III or higher General Construction Qualification for Construction Projects, and a valid Safety Production License within its validity period. The proposed project manager shall possess a Class II or higher Registered Constructor Qualification majoring in Construction Engineering.
3.3 Consortium responses shall not be accepted for this project.
