简要规则描述：本项目主要对滴水湖核心片区、综合产业片区、新兴产业片区、先进智造片区的87个路段污水管道进行修复，同步实施道路修复、绿化修复、管道疏通等内容。本次工程共需修复DN300-DN1000污水管道总长度约 30630 米，其中点状原位固化管道约13373米（618处），不锈钢双胀环约1569米（66处），UV-CIPP非开挖整体修复约10523米，开槽翻建管道约4381米，微顶管新建管道约784米。本工程总投资估算为17413.48万元，其中工程费用为13542.42万元，其他费用2581.17万元，预备费用1289.89万元。
本项目通过竞争性磋商的方式确定一家供应商为采购人提供临港新片区2026年度污水管网改造工程的代理建设管理服务，主要工作内容：在采购人委托授权下，对该工程的过程管理，包括施工准备阶段、施工阶段、验收阶段、动工前准备阶段、保修阶段等进行全过程项目管理，组织协调项目各参建单位之间的关系，对相关政府及行业主管部门进行协调，保证项目管理目标实现（具体内容及要求详见磋商文件第三章采购需求书）。
Brief Specification Description: The project renovates DN300-DN1000 sewer pipelines of 87 road sections in four functional areas of Lingang Special Area, with supporting road and greening restoration as well as pipeline dredging. Covering a total pipeline length of 30,630 meters, it adopts various technologies including in-situ spot curing, stainless steel double-expansion collar repair, UV-CIPP trenchless rehabilitation, open-cut reconstruction and micro-tunneling. The total project investment is estimated at RMB 174.1348 million.
A supplier will be selected via competitive consultation to provide full-process construction-agent management services covering pre-construction, construction, acceptance and warranty stages. The supplier shall coordinate all participating parties and competent authorities to ensure project completion, with detailed requirements specified in the consultation documents.
