(b)落实政府采购政策需满足的资格要求：本次采购执行政府强制采购节能产品、鼓励环保产品、支持中小微企业、绿色和创新、促进残疾人就业、支持监狱和戒毒企业、扶持不发达地区和少数民族地区、规范进口产品采购、执行本国产品标准等各项政府采购相关政策(以最新的已生效政策为准)        

(b)Qualification requirements to be met to implement government procurement policies: This procurement implements various government procurement policies, including the mandatory procurement of energy-saving products, encouragement of environmentally friendly products, support for small, medium and micro enterprises, promotion of green and innovative development, facilitation of employment for persons with disabilities, support for prison and drug rehabilitation enterprises, assistance to underdeveloped regions and ethnic minority areas, regulation of imported product procurement, and implementation of domestic product standards, subject to the latest effective policies.        

(c)本项目的特定资格要求：1）供应商单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；
2）为采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得再参加该采购项目的其他采购活动；
3）未被“信用中国”网站（www.creditchina.gov.cn）、“中国政府采购网”（www.ccgp.gov.cn）列入失信被执行人、重大税收违法失信主体或政府采购严重违法失信名单；
4）法人依法设立的分支机构以自己的名义参与投标时，应提供依法登记的相关证明材料和由法人出具的授权其分支机构在其经营范围内参加政府采购活动的书面授权。法人与其分支机构不得同时参与同一项目的采购活动；
5）须具备建筑工程施工总承包叁级及以上资质、须具有安全生产许可证、项目经理具有建筑工程专业注册建造师执业资格且为本企业在册人员，具备有效的安全生产考核合格证书；
6）根据财政部《政府采购促进中小企业发展管理办法》（财库﹝2020﹞46 号）精神，本项目仅面向中型、小型、微型企业采购。中、小、微企业应当按照规定提供《中小企业声明函》。        

(c)Specific qualification requirements for this program: I) Suppliers whose unit responsible person is the same person, or different suppliers that have direct holding or management relationships, shall not participate in government procurement activities under the same contract;
2) Bidders who provide overall design, specification preparation, project management, supervision, testing and other services for procurement projects shall not participate in other procurement activities of the procurement project,
3）The applicant must possess a Grade III or higher qualification for general contracting of construction projects; must hold a Work Safety Permit; the project manager must hold a Registered Constructor qualification in the field of building construction and be an employee registered with this enterprise; and must possess a valid Work Safety Assessment Certificate.
4）In accordance with the spirit of the "Measures for Promoting the Development of Small and Medium-sized Enterprises through Government Procurement" issued by the Ministry of F
