(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目专门面向中小企业采购（整体预留），不再执行价格评审优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。

4) 拟派项目负责人具有水利水电工程专业二级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书（B证），且未担任其他在建的建设工程项目的项目负责人；
5) 业绩要求：无；
6) 其他要求：处于被政府管理部门禁止参加政府采购活动期间的单位不得参与竞争。
7) 本项目不允许转包。        

(c)Specific qualification requirements for this program: 1) The supplier has not been included in the list of dishonest executors, major tax violation subjects, or serious illegal acts in government procurement by "Credit China" (www.creditchina.gov.cn) and China Government Procurement Network (www.ccgp.gov.cn). 2) The supplier should possess the following construction qualifications: a third-level or above qualification for water conservancy and hydropower construction issued by the Ministry of Housing and Urban-Rural Development of the People's Republic of China. 3) It has a safety production license (valid within the period). 4) The project leader to be dispatched should have a registered construction engineer qualification of level two or above in water conservancy and hydropower engineering, possess a valid safety production assessment certificate (B certificate), and not be serving as the project leader of other ongoing construction projects. 5) Performance requirements: None. 6) Other requirements: Units that are currently prohibited
