(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目是专门面向中小企业采购，评审时，中小企业产品均不执行价格折扣优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（3）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18 号和财政部财库〔2019〕19 号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策。(4）购买国货政策：本项目不接受进口产品。        

(b)Qualification requirements to be met to implement government procurement policies: 1) Implement measures to reserve a certain share, increase the proportion of small and medium-sized enterprises (SMEs) in government procurement, and support the development of SMEs: This project is specifically targeted at SME procurement. During the evaluation process, no price discounts will be applied to SME products. (2) Support prison enterprises and welfare units for the disabled, and treat them as small and micro enterprises;        

(c)本项目的特定资格要求：（1）资质要求：
第一条：符合《中华人民共和国政府采购法》第二十二条的规定；
第二条：具有建筑工程施工总承包三级及其以上资质；
第三条：具有安全生产许可证（有效期内）；
（2）项目负责人要求：项目负责人必为投标人本单位的工作人员，持有中华人民共和国住房和城乡建设部颁发的中华人民共和国二级及以上建造师执业资格证书，注册专业须为建筑工程，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目负责人；        

(c)Specific qualification requirements for this program: (1) Qualification Requirements: First, it must comply with the provisions of Article 22 of the Government Procurement Law of the People's Republic of China; second, it must possess a third-grade or higher qualification for general contracting of construction engineering; third, it must have a valid safety production license. (2) Requirements for the Project Leader: The project leader must be a staff member of the bidder's organization, hold a professional qualification certificate for construction engineers of the People's Republic of China issued by the Ministry of Housing and Urban-Rural Development of the People's Republic of China, with a registered major in construction engineering, possess a valid safety production assessment certificate, and not serve as the project leader of any other ongoing construction project;        

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(ii)未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (www.creditchina.gov.cn), China Government Procurement Network (www.ccgp.gov.cn) ;
