简要规则描述：包括但不仅限于对合庆镇(全镇29个村区域内)农田及农户产生的农业废弃物(稻麦秸秆、果树苗木树木枝、蔬菜瓜果藤蔓等)，及时进行粉碎处置，并将粉碎后的料收运返还在合庆镇区域内(如林地、粮地等)作为肥料，并处置杂草清运等。（具体要求详见竞争性磋商文件—第三章 采购需求）。
Brief Specification Description: Services include, but are not limited to, timely shredding treatment of agricultural wastes generated from farmlands and households within Heqing Town (covering all its 29 villages), such as rice and wheat straw, branches of fruit trees and seedlings, vines of vegetables, fruits and melons, etc. The shredded materials shall be collected, transported and returned to areas within Heqing Town (e.g., woodland, grain fields) to be used as fertilizer. Weed removal and transportation services are also included. (For detailed requirements, please refer to Chapter 3 Procurement Requirements of the Competitive Consultation Document.)

(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）项目执行《政府采购促进中小企业发展管理办法》的通知（财库〔2020〕46号）及《关于进一步加大政府采购支持中小企业力度》的通知（财库〔2022〕19号）；（2）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业产品不再执行价格折扣优惠；（3）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业；（4）优先采购节能环保产品政策：在技术、服务等指标同等条件下，对财政部财库〔2019〕18号和财政部财库〔2019〕19号文公布的节能环保产品品目清单中的产品实行优先采购；对节能产品品目清单中以“★”标注的产品，实行强制采购。供应商须提供具有国家确定的认证机构出具的、处于有效期之内的认证证书方能享受优先采购或强制采购政策；（5）按照《中小企业划分标准规定》（工信部联企业[2011]300号），本项目中小企业所属的行业为其他未列明行业。
(b)Qualification requirements to be met to implement government procurement policies: (1) This project follows the Measures for Promoting SME Development in Government Procurement (Cai Ku〔2020〕No.46) and the Notice on Boosting Government Procurement Support for SMEs (Cai Ku〔2022〕No.19).
(2) Reserved quotas boost SME share. This project is for SMEs only; no price discounts for SME products in evaluation.
(3) Prison enterprises and disabled welfare units qualify as micro and small enterprises.
(4) Energy-saving & eco-friendly products get priority. Given equal specs and service, items in Cai Ku〔2019〕No.18/19 lists are preferred; "★" marked energy-saving items are mandatory. Valid certificates from authorized bodies are needed for preferences.
(5) Under SME Classification Standards (MIIT Lian Qi〔2011〕No.300), this project belongs to other unspecified industries.
(c)本项目的特定资格要求：3.本项目仅面向中、小型等各类供应商采购；
4.本项目不允许转包。
