由中国政府采购年鉴编委会组织编撰、财政部国库司委托中国财政经济出版社编辑的《中国政府采购年鉴2004》于2005年6月公开出版发行。本年鉴编辑委员会主任由财政部肖捷副部长担任，副主任由财政部国库司及财经出版社领导担任。全国各省、自治区、直辖市和部分中央单位的政府采购管理机构及特聘专家参与了该书的撰写工作。
该书全面记录了2003年我国政府采购工作的主要情况和相关信息。该书除“重要文献”、“综合概述”、“地方政府采购工作概况”、“中央单位政府采购工作概况”、“文选”、“案例”、“大事记”、“法规选编”、“政府采购统计资料”等常规栏目外，增加了全国各地方政府采购目录、全国各地方政府采购公告媒体、政府采购监督举报电话等以往没有的新内容；在“各地方政府采购相关机构”栏目，刊登了2003年各地机构设置的情况；还收录了《行政许可法》、《行政法规制定程序条例》、《规章制定程序条例》、《公证程序规则》等与政府行政工作相关度较高的法规全文。
作为由财政部组织出版的中国政府采购领域惟一的年鉴类工具书，从2002年以来一直连续出版。书的内容丰富、翔实，具有权威性，既适合作为信息资料收藏，也可满足各有关方面在政府采购业务中对相关信息资料的使用需求。
